Sandakan’s Jalan Dua Set for a Bold Revival as “Little Hong Kong”
In the heart of Sandakan, a quiet transformation is beginning to stir. What was once described as a sleepy corner of town may soon shimmer back to life under a new identity: “Little Hong Kong.”
Leading this revival is Walter Kenson, President of the Sandakan Municipal Council, who has unveiled an ambitious roadmap to rejuvenate Jalan Dua and its surrounding commercial zone.

A Strategic Reset for Urban Revival
For years, parts of the town centre have struggled with low occupancy and limited activity. Now, the council is proposing a structured rental review, gradually increasing rates to encourage serious entrepreneurs to return and reenergize vacant shoplots. The vision is clear: sustainable growth driven by committed businesses.
The plan aims to reshape Jalan Dua into a cultural and commercial enclave inspired by the vibrant pulse of Hong Kong. With strong support from local Chinese associations and community leaders, the council hopes to reignite the area’s identity and economic momentum.
From Quiet Streets to Night Market Energy
Night markets once flourished at Bandar Kim Fung. Their return is now being positioned as a key catalyst to draw crowds back into the town centre. Recently, a newly launched Night Market signaled the first spark of this revival.

Walter openly acknowledged that the town had earned an unfortunate “zombie town” label due to its stillness after dark. The antidote? A calendar filled with night-time programmes, community events, and festive celebrations that keep the streets alive beyond sunset.
Beyond cultural festivities such as Chinese New Year, the council is prioritizing consistent economic activity. If community response remains positive, Jalan Dua may soon become the official hub for weekly night markets, transforming weekends into lively urban gatherings.
Clean-Up, Policy Reform and Investor Confidence
Revitalization is not only about events. It is also about structure and discipline.
Since 2025, several initiatives have been implemented to restore order and functionality within the town centre. These include repainting aging buildings, relocating the Early Morning Market to reduce congestion, removing illegal plant obstructions, and addressing safety concerns including homelessness and street lighting.
Under the slogan “MPS Memudah Cara, Sandakan Terus Maju,” the council has also introduced investor-friendly measures. Business licenses and permits are being processed more efficiently, while development approvals, renovation applications, and Certificates of Completion and Compliance are streamlined to encourage responsible growth.
A Collective Commitment to the Comeback
The transformation of Jalan Dua into “Little Hong Kong” is more than urban branding. It is a collaborative movement. Success will depend on the participation of business owners, investors, residents, and community groups who share the same vision of renewal.
Sandakan’s story is entering a new chapter. The question is no longer whether change is possible, but how boldly the community will embrace it.
